Methodology
How the overall score works
Each country gets two sub-scores from 0 to 100 — coverage and recency — computed from its ILOSTAT record, counting only observations that come from a population (or housing) census; surveys and administrative sources are excluded. The overall score is the weighted average of the two, using the weights on the left. There is no frequency criterion, because censuses are roughly decennial rather than a regular cadence.
Coverage of key indicators
The share of the census-appropriate key indicators (weighted by importance, headline indicators
counting more) for which the country has at least one qualifying census datapoint within the
coverage window. The indicator set and window are set in config_census.py.
Recency of the latest census
Based on the age of the most recent census, decaying linearly from full marks for a very recent census down to zero once the latest census passes the configured age limit (a decennial window, so a census within the last few years scores highly and one over ~20 years old scores zero).
